SUMMARY

About JSB-MIDA

The JSB-MIDA project is a Government of Japan -IOM joint initiative that aims to facilitate the transfer of skills, competencies and knowledge of qualified Somali to specific institutions within Somalia. The beneficiary institution will host the qualified Somali, and will be responsible to provide a safe and secure work environment. JSB-MIDA will monitor the progress while in assignment.
BACKGROUND

About the Ministry of Health Jubbaland State of Somalia
The Interim Jubbaland administration was established in 2013 and it transformed to the Jubbaland state of Somalia in July 2015. The Ministry of Health of Jubbaland state of Somalia was established in 2014 with the mandate of delivering health services to the people under the jurisdiction of Jubbaland state of Somalia. Currently there is a Minister, Deputy Minister and a Director General that are part of the Ministrys top management. The Ministry is in the process of establishing its structures and relevant departments. It has no enough skilled professional staff and this has really hindered service delivery of the Ministry.

EXPECTED RESULTS

Under the overall guidance of Director General, MoH Jubbaland State, Director of primary health care the will be responsible for the following duties and responsibilities:

1.Provide technical support in the implementation of public health interventions and programs
2.Review weekly mobility and mortality update and take appropriate action while monitoring and evaluating all primary health intervention and activities at state level.
3. Responsible for the surveillance and disease control systems and strengthen Health Promotion and public awareness
4.Contribute to the development of in-service and post-basic training programmed for primary health care staff
5.Responsible for the implementation of HIV, TB, Malaria, Nutrition and WASH at state level
6.Overall responsible for the establishment of an early warning system, preparedness, response and ensures that contingency plans and budget are in place together with the mechanisms for urgent mobilization in time of emergency
7.Ensures that effective preventive and promote services are developed and implemented at all levels of health services covering all prioritized public health issues based on surveillance and epidemiological data
8.Responsible for the planning, implementation and effective monitoring of the EPI Program in the state
9.Works closely with the Media/Press/Public Relations Officer in the Ministers \Secretariat regarding release of IEC messages and program through the media
TARGETS

1.Ensure public health interventions are timely availed
2.Monitoring and evaluating of primary health intervention and activities at state level are adequately addressed.
3.EPI implementation at state level enhanced
4.HIV, TB, MALARIA, NUTRITION and WASH integrated into health facilities ensured
5.Disease surveillance ad emergency response at state level enhance
REQUIREMENTS

Besides the specific outputs mentioned in section IV, JSB-MIDA participant is required to undertake the following steps/actions throughout the assignment. These are standard requirements for all assignments:

1.Transfer of skills: One of the main responsibilities of the qualified Somali national, and one which he/she will be measured against, will be to ensure continuous and systematic transfer of knowledge and skills as related to the assignment. It will have to be agreed with the beneficiary institution which civil servants will have to benefit from this knowledge.
2.Work plan: A work plan will have to be developed with the Supervisor during the first week of assignment which will provide clear and time bound activities to successfully implement the outputs of the assignment. This work plan will be shared with the JSB-MIDA Project team. This work plan can be revised during the mid-term review to reflect new developments or changes in strategy.
3.Mid Term Review: there will be a mid-term review of the assignment between the incumbent and the beneficiary institution to discuss progress of the assignment and feedback on performance.
4.Interim and Final Reports: A progress report will be submitted by the incumbent to the Supervisor and to the JSB-MIDA Project Assistant. Thereafter a final report will be provided at the end of assignment.
QUALIFICATIONS

Level of Education: A minimum of a UNIVERSITY DEGREE

Area of Study: Senior Health Professional. Postgraduate qualification in a Public Health or related field (Masters or equivalent). Degree in Medicine given preference

Years of work experience in what area(s): A minimum of Two (2) years working experience in management at senior level.

Languages needed:Somali, and English

General Skills / Other Requirements:
Excellent written and verbal communication skills.
Ability to work, lead and manage a multi-disciplinary team.
Ability to organize and manage workload, work under pressure to meet tight deadlines.
Demonstrated ability to work on own initiative.
Computer skills.
Excellent problem-solving skills

SALARY

This will be determined by JSB-MIDA based on qualifications (VI) and level of the assignment (X)
SECURITY

Health insurance, including evacuation due to medical emergency, will be provided by the project. However, experts will be requested to provide a recent medical certificate stating that they are physically well and apt to work in a hardship area in Africa.

Please note that neither IOM, according to the contract, will not be responsible for the security of the qualified Somali expatriates. The host beneficiary institution will be responsible for the security of the individual.

Before leaving the country of residence and upon arrival in Nairobi or in Somalia, the qualified Somali expatriate will receive a pre-departure briefing including security advice and cultural background.
