JOB DESCRIPTION

POSITION: FIELD PROJECT COORDINATOR

DEPARTMENT: PROGRAMS

REPORTS TO: PROGRAM MANAGER

PLACE OF WORK: EL WAK- GEDO REGION

NATURE AND SCOPE OF THE POSITION

The Field Project Coordinator is responsible for coordinating, consolidating, and ensuring smooth implementation of program and operations’ activities and adherence to logistic, human resource, administration and security procedures. At the regional/field level, the Field project Coordinator represents Mercy USA to relevant stakeholders. Typically, the field coordinator reports to the Program Manager

DUTIES AND RESPONSIBILITIES

  1. Coordination of the Existing Programs

 The Program field coordinator is the link between the Regional office and, the rest of the team in the field, and the community in which the program in based. He/she strives to maintain and build upon an overall vision of the program and, enforces the decisions of the management in accordance with the policy, guidelines and, the Organization’s strategic plan.

 The Program field coordinator, at project level, is the official link and representation between the team/management and the community at the project level.

 He/ She pro-actively initiate and maintain Mercy USA’s relationship with various community members, community groups and other contextual and security actors. He/she continuously analysis the local context and regularly discusses with the Program Manager.

 The Field Coordinator needs to be the catalyst bringing together all aspects of the project (Admin, Fin, Health/Nutrition and Logistic etc…). Having a comprehensive understanding of the program. Together with the team, focus on management, coordination, and planning of Health/Nutrition, Admin, Fin and logistics activities.

 To provide project updates through regular reports and communication with the management team.

 To ensure the records and memory of the program are continually updated and refreshed.

 To develop a clear plan to ensure emergency preparedness, assessment and response in maintained.

 Act as a focal person in community relations to improve and monitor the Early Warning System and collection of data

  1. Human resources management: national and international staff

 To be responsible at field level that all international staff are appropriately briefed when arriving at project level.

 To supervise the work of the team and give guidance when necessary.

 Have regular meetings with the Program staff.

 To ensure that all Program staff evaluations are undertaken in accordance with policy.

  1. Analysis of the context and security

 To maintain an ongoing analytical analysis of the context and, to relate and discus with the Program Manager regularly and promptly as needed. This includes pro-actively networking within the communities and other various actors in relation to our area of intervention.

 Monitor, through your network, contextual developments in relation to Somalia as a whole. Liaise with Program manager.

 To ensure that the team understands, respects and adheres to the Security Guidelines.

 To ensure that behavior of the international staff when in the field is culturally responsible, therefore without any consequences for security. Any action by any member of the field team that contravenes security must be reported immediately to the management team.

 To maintain a good level of security preparedness and to inform the management team about any relevant information regarding the security of the team.

 Keep the field and management team updated about the evolution of the humanitarian situation: food security situation, movement of population, climatic changes.

  1. Relationship with the counterparts, communities and aid agencies

 To pro-actively work with the local authorities and elders to improve the quality of the program and the image of Mercy USA.

 To liaise with other agencies working in the area in order to have a better understanding of the global situation and improve the impact of our humanitarian assistance.

 Proactively and regularly communicate on Mercy USA and its program activities with the authorities and the community.

  1. Evolution of the programs

 Participation in the evolution of the program together with the management team

 Take responsibility for ensuring timely reporting is undertaken.

 Developing further activities according to the needs and following Action Plans

 Any other duties assigned

JOB SPECIFICATION QUALIFICATIONS ESSENTIAL DESIRED
Experience  

 4-5 years in similar position

 Experience working in Somalia

 Experience working with budgets, including managing financial outlays and expenditures

 

Work related skills  

 Strong experience in management of staff and programs

 Strong knowledge of the programme management cycle, and related process and structures for quality programme management

 Good organizational skills

 Good time management skills

 Strong communication skills, including ability to lead and manage remote

 Ability to work in harsh conditions

 Strategic thinking

 Aggressive and Result Oriented

 Able to set targets and meet own targets on a monthly basis and follow up targets of reporting colleagues

 Able to meet deadlines

 Knowledge of local Language- Somali

 Able to identify programme challenges and plan and communicate alternatives for smooth programme implementation
