About MIDA SWEDEN

The MIDA SWEDEN project is a Swedish IOM joint initiative that aims to facilitate the transfer of skills, competencies and knowledge of qualified Somali expatriates to specific institutions within Somalia. The beneficiary institution will host the qualified Somali expatriate, and will be responsible to provide a safe and secure work environment. MIDA SWEDEN will monitor the expatriate while in assignment.

The Ministry of Planning and International Cooperation is the government agency charged with the responsibilities of translating the socio-economic vision of the country into a macroeconomic stability and sustainable growth. It spearheads the overarching national planning and coordination of sector-wide development through improved resource planning and effective service delivery. The Ministry, in partnership with line-ministries, private sector and development partners promotes enabling environment for sustainable development, employment and economic growth. The Ministry has undergone a radical reform and restructuring in order to meet the wider expectations of post-conflict recovery and reconstruction agenda.
Expected Results

The building of a long-term common vision for Somalia calls for a need to drastically enhance the governments program planning and coordination capabilities. MOPICs programs division will consist of a multi-disciplinary team working closely with the policy planning and research, technical cooperation and M&E teams across the Ministry, wider government and with other relevant authorities and partners. The division will assist the relevant line ministries and authorities in the effective implementation of program development standards and provide technical assistance, encourage the timely flow of accurate and reliable information on all government programmes and support the development of government the plans, objectives and strategies into tangible programmes to accelerate the growth and development in line with the NIDP.

Job Purpose

The Program Management expert will lead a team of civil servants in an effort to develop
a Program identification and development standards policy for the purpose of strengthening the link between government priorities and ongoing programs.

Strengthening governments program coordination and management capacities is of utmost priority to FGS and MOPIC in particular in order to progress delivery of the ministrys overall mandate. Reporting to: Director General of Planning

Role and Responsibilities

Support the division in growing and build capacity of the team to grow the skills of the division staff.

Lead the development and program identification and development standards and framework to assess the strengths of the program alignment with government priorities

Managing and motivating staff allocated to the division.

Responsible for the delivery of division priorities as per the Ministries short, mid and long term strategies.

Develop forms and records to document program activities and ensure that program activities operate within the policies and procedures of the organization

Ensure strong collaborative relationships across government institutions and with external partners.

Ensure the divisions effective use and management of human and financial resources.

Support the development of Governmental work plans and priorities ensuring the integration and consistency of these plans with the larger government programmatic strategies.

Provide technical advice to the Director General of Planning on programmatic and planning matters.

Work closely with the M&E division to monitor the program activities on a regular basis and conduct an annual evaluation according to the program evaluation framework

Ensures timely submission of all information and documents requested from the division.
Targets

Develop program management training manual;

Organize workshops for line Ministries to strengthen overall government programs management capacities ;

Assist the government Annual work Plans in close collaboration with the other Directorates;

Trainings for local staff and interns planned, organized and implemented at least once per month. At least three Training of Trainers (ToTs) sections provided during the one-year assignment;

At least four post-training evaluation tests for the staff of the institution and the interns organized during the whole assignment period (one every three months of assignment);

Maximum two interns mentored and involved in the daily implementation of the assignment;
Requirements

Besides the specific outputs mentioned in section IV, MIDA SWEDEN is requiring the following steps/actions to be undertaken throughout the assignment. These are standard requirements for all assignments undertaken through this project:

1.Transfer of skills: One of the main responsibilities of the qualified Somali expatriate, and one which he/she will be measured against, will be to ensure continuous and systematic transfer of knowledge and skills as related to the assignment. It will have to be agreed with the beneficiary institution which civil servants will have to benefit from this knowledge.
2.Work plan: A work plan will have to be developed with the Supervisor during the first week of assignment which will provide clear and time bound activities to successfully implement the outputs of the assignment. This work plan will be shared with the MIDA SWEDEN Project Assistant. This work plan can be revised during the mid-term review to reflect new developments or changes in strategy.
3.Mid Term Review: there will be a mid-term review of the assignment between the incumbent and the beneficiary institution to discuss progress of the assignment and feedback on performance.
4.Interim and Final Reports: A progress report will be submitted by the incumbent to the Supervisor and to the MIDA SWEDEN Project Assistant. Thereafter a final report will be provided at the end of assignment.

Qualifications

Level of Education: Masters Degree

Area of Study: Law, Governance, Management, Politics or related field

Years of work experience in what area(s): At least 2 years of relevant experience in development planning, governance, management, and/or politics; Demonstrated experience in policy development, strategic planning and/or high level public sector management;
Experience in management, briefings and training materials; Sound demonstration and understanding of gender issues and principles.

Languages needed:Somali and English,

General Skills / Other Requirements: At least 10 years of experience in governance, management, politics or legal affairs

Proven experience in public management sector;

Ability to focus, plan and meet deadlines with multitasking skills,

Knowledgeable in the current political landscape in Somalia,

Possess proven leadership skills that could influence decisions

Excellent verbal and written communication skills in Somali and English,

Proficient in editing and proofreading,

Solid consultative, facilitation and presentation skills,

Ability to interface effectively with a wide range of stakeholders.
Salary

Under the direction of IOM MIDA and in consultation with the beneficiary institution, it has been determined that the salary level for this position be the following:

Security

Health insurance, including evacuation due to medical emergency, will be provided by the project. However, experts will be requested to provide a recent medical certificate stating that they are physically well and apt to work in a hardship area in Africa.

Please note that neither IOM nor Swedish Government, according to the contract, will be responsible for the security of the qualified Somali expatriates. The host beneficiary institution will be responsible for the security of the individual.

Before leaving the country of residence and upon arrival in Nairobi or in Somalia, the qualified Somali expatriate will receive a pre-departure briefing including security advice and cultural background.
